This is a design concept from Bryan Thompson who, as far as I know, was a chief designer for the NV. He apparently always envisioned the NV having larger wheels and a meaner stance. I'd put those wheels on my own van if they were available. I'm assuming the 4WD was purely a design goal that never got past the marketing and finance folks.
