LED low beam does't work ??

hello, i am new here, my first post.
i have 2015 nv200. i just bought sealight H13 LED Headlight Bulbs, after intallstion, only high beam work but not low beam at all, i tried the hallogene and they work low and high,
does anyone know what could be wrong?

Cheap chinito bulbs?  Send them back.
