Tail Light do not work but brake light are working

My tail Lights do not work but brake light are working fine.  I checked all the fuses and they all work fine.  Bulbs looks fine as well.  Which relay should I check?

Just the tail lights, or all of the park/running lights? 

Liscense plate lights as well?

Did anyone splice in trailer wiring that wasn't originally there?
